What's the deal with Q101.com?

What happened with Q101? I know the 101.1 frequency is going news/talk with Merlin Media but q101.com appears to be standalone now apart from Emmis or Merlin entirely. It's owned now by Matt DuBiel and the site says they're negotiating with area broadcasters to bring back Q101 on the air? How could they bring Q101 back on the air when 101.1 FM is under Merlin's control and going news/talk? It's all very confusing.
