Looks to me like its for the Chicago version of Pulse 87, a dance music station. That would take the place of the current Spanish language station that it on there now. The map is pessimistic, by the way. 87.7 already comes in better farther out than the map indicates and the scuttlebutt is that the owners of Pulse want to improve the existing signal. It would probably cover the whole market once they do.
