That was done with interviewers at specific intersections throughout the city and suburbs would ask the station being listened to and an age range of the driver, number of people in the car, and the like. They used a larger sample base than Arbitron, got their reports out sooner (back then), and had some ad agencies and radio stations using it each quarter. : However, personal security concerns would make that practically impossible to conduct today. : Then again, 25+ years ago, most of the people in the car really were listening to AM or FM, and not to MP3 players, CD's, GPS directions, or on their cell phone instead.
