If I recall correctly, a device which supposedly could do this was unveiled a few years back, but ran into legal challenges and never got out of first gear.

Suppose I knew where the device was being used and wanted to make a certain radio station look good. I could keep driving around the block and have others do so during the survey period.

I don't know that the car radio audience has been truly considered since the short-lived CARS Survey was in Chicago and a couple of other cities in the early 80's. That was done with interviewers at specific intersections throughout the city and suburbs would ask the station being listened to and an age range of the driver, number of people in the car, and the like. They used a larger sample base than Arbitron, got their reports out sooner (back then), and had some ad agencies and radio stations using it each quarter.

However, personal security concerns would make that practically impossible to conduct today.

Then again, 25+ years ago, most of the people in the car really were listening to AM or FM, and not to MP3 players, CD's, GPS directions, or on their cell phone instead.
