Jeremy's got it right. 102.1 is an independent station with no consultant. Jacent runs it and they call the shots locally. It's pretty common knowledge in Brew City. It typically wins it's core male demo 18-34. It's usually 3rd with Adults behind the Urban and Top 40.
Chicago has a larger hispanic population than Milwaukee but if done right there's no reason Q101 couldn't be Top 5 with Adults in the demo.
They just can't seem to get out of their own way. Q101 is pretty famously messed up. Total mystery.
