WLS on 44 is still a construction permit, and they don't have the "license to cover' yet. At least that's what it looks like on fcc.gov, specifically: http://fjallfoss.fcc.gov/prod/cdbs/pubacc/Auth_Files/1335680.pdf
I don't believe there is a transition period for a DT to DT move, so this is a CP on 44 running alongside their authorization on 7. When 44 gets their authorization, then 7 will have to go off the air.

: I wonder how WLS-DT can get away with broadcasting in digital on both 7 and 44? Since the station made the move to 44 today, they should have to shut down 7. Channel 7 should be made available to someone else now as a new, full power allocation in the Chicago market.
