Oh, it's definitely possible. 87.7 FM is just the audio carrier for TV channel 6. Venture Technologies has a CP for WLFM-LP, an analog low-power station licensed to Rochelle with facilities at Hancock (don't ask me how they pulled that one off) and an application for a low-power digital station.
